Judging from the rust on the original staples, I don't think they were stainless and I wouldn't hesitate to use regular staples because the originals had probably been on the car for over 35 years since it was last painted. The only transmission available was the Cruise-O-Matic MX 3 speed automatic. I used Arrow 3/8" stainless staples to reattach the top but I found that these seem softer (thinner gauge?) and don't have as much holding power as the regular non-stainless staples, so I had to use a lot more staples than had originally been used. My tack rails and tacking strips were in reasonable shape and as jtschug mentioned, the metal tack rails themselves aren't replaceable, so instead of disturbing them I left everything in place and just masked them off for prepping and painting the package tray.
